Communicable Disease Prevention Plan

The CCST Vancouver team understands that managing communicable disease on the campus is part of an occupational, health and safety procedure to ensure everyone is healthy and safe in the community effectively.
The team also understands that only ongoing measures to reduce the risk of communicable disease are essential. In times of elevated risk in our province, region, or area, the CCST Vancouver team is ready to take extra measures to reduce the risk of communicable disease.

I. Communicate about the Risk

  • The administrative team is responsible for monitoring and reviewing the communicable disease-related information issued by The Provincial Health Officer.
  • In the administrative team, Grace Chan is responsible for constantly reviewing our implementation of all current protocols. Kevin Cheung is responsible for gathering new information from general public announcements. Krista Ng is responsible for receiving and maintaining the communication with the AEST sector.
  • The administrative team will pay attention to new information and protocols regarding the update of any communicable disease in the province, region, or area.
  • During the period of elevated risk, the administrative team will follow all orders, guidance, recommendations and notches issued by the provincial health officer that are relevant to the post-secondary sector.

II. Implement the CCST COVID-19 Return-to-Campus Guidelines

In compliance with the orders or guidance issued by the Provincial Health Officer and the COVID-19 Return-to-Campus Guidelines produced by B.C. Post-Secondary Institutions with the support of the Ministry of Advanced Education, Skills and Training, we have prepared this document to ensure a safe and healthy environment for the community of CCST Vancouver.
  • Daily Operation
    • Ensure that anyone showing symptoms of COVID-19 or other communicable diseases is prohibited from entering the building of the school. The scenarios includes:
      • Anyone who has symptoms of COVID-19 or other communicable diseases in the last 14 days. Symptoms include fever, chills, new or worsening cough, shortness of breath, sore throat, and new muscle aches or headache.
      • Anyone under the direction of public health to self-isolate must follow those instructions as well.
      • Anyone who has arrived from outside of Canada or who has contacted with a confirmed COVID-19 case must self-isolate for 14 days and monitor for symptoms.
    • Staff, students and visitors should do self-administered health checks before arriving on campus. The administrator will keep communicating with the CCST Vancouver community via emails and school announcements regarding this matter.
    • Staff, students and visitors should check their temperature at the entrance of the building. All those with a temperature 37.6C or higher will be prohibited from the campus.
    • All individual must wear a mask when entering CCST Vancouver Campus. Masks are provided for those who do not have their own.
    • We recommend all people in the premises to maintain a distance of 2 meters (6 feet) with one another between staff, students and others wherever possible.
    • Staff, students and visitors should learn the importance of handwashing and the proper way to do it.
      Handwashing is recommended
      • When arriving at the campus
      • Before and after going for a break (especially if using common break rooms)
      • Periodically throughout the day, especially if interfacing with people
      • After handling delivery documents, packages, boxes and bags
      • Before leaving the school building
    • Maintain a good ventilating environment by
      • seasonal check up by professional contractor and replace parts when necessary
      • turning on the air-conditioning all the time
      • open windows when necessary
    • If someone begins to feel ill while at campus and display COVID-19 symptoms
      • Report to any administrator that you are concerned about the spread of COVID-19 in the workplace and you believe that an individual is displaying symptoms.
      • The administrator should quickly isolate the individual; briefly ask whom they have been working closely with, in which areas of the workplace and with which equipment; then send them home immediately. The administrator will then send any identified close contacts home. The administrator should clean and disinfect areas where the individual was working and any equipment or tools used.
      • Any worker who exhibits symptoms of COVID-19 and has sent home will need to follow the self-isolation guidance contained within the online BC COVID-19 Symptom Self-Assessment Tool.

      • During the isolation, if the staff member is able to work, he/she is eligible to work from home until he/she is symptom free.
      • During the isolation, if a student is able to study, he/she will be given an option to study online until being symptom free.
    • Ensuring disinfection is an important part of maintaining a safe environment. The administrative team disinfects all common areas:
    • The CCST Vancouver team will support any staff or student for receiving vaccinations for COVID-19 and other vaccine-preventable conditions.
    • All staff are briefed with all CCST Vancouver COVID-19 Return-to-Campus Plan documents. A copy of the CCST Vancouver COVID-19 Return-to-Campus Plan is available in the library as well.
  • Class Arrangement
    • All courses will be offered in a face-to-face format, starting September, 2021. During the transition period, we will offer an online option for students who feel uncomfortable to come to class.
    • Hand sanitizer will be provided in every classroom and all facility entryway for everyone to use.
    • Masks are recommended in all classrooms.
  • Library
    • Masks and gloves are recommended in the library.
    • Hand sanitizer will be provided in the library and all facility entryways for everyone to use.
    • A barrier is set in the checkout area.
  • Cleaning Protocols
    The administrators should ensure disinfection constitutes an important part of maintaining a safe environment.
    • Cleaning and disinfecting procedures should be done according to the instructions here:

    • Make sure we have enough handwashing facilities on site for all our staff and students. Handwashing locations are easily accessed. Extra hand sanitizers are put in the front entrance, in the entrance of the library and in the entrance of the 2nd floor.
    • Staff must wash their hands regularly throughout the day and practice good hygiene at all times.
    • The administrative team has adequate training and materials to clean and disinfect during the daily operation. The team is committed to learn and adjust their cleaning practices and schedule during a period of elevated risk.
    • Make sure all shared tools and equipment are cleaned with proper disinfecting agents.
    • The administrative team disinfects all identified common areas and shared tools including washrooms, tools, equipment, shared tables, desks, light switches, and door handles:
      • In the beginning of each business day.
      • Before and after someone is using an area, i.e. onsite class.
      • Periodically throughout the day.
      • At the end of each business day.
    • Staff are asked to wipe the surface on which they have finished their meals.

III. Communicate Measures, Practices, and Policies

  • Staff
    • Give an overview of the Return-to-Campus Plan during the staff meeting.
    • Discuss the importance of the ongoing implements of all the communicable disease prevention measures.
    • Ensure they can stay home when being sick and choose working from home whenever necessary.
    • Open for the staff team to raise up their concerns.
  • Students
    • Create a Return-to-Campus FAQ page on the website for all students to check our updated protocols.
    • Communicate via email and weekly announcement about all the updated measures during the academic year.
    • Ensure they are welcome to express their concerns regarding the Return-to-Campus stage.
  • General
    • Put up signs and posters on the campus regarding hand washing, social distancing and other communicable disease prevention measures.
    • We put up “Prevent the spread of communicable disease: Handwashing” posters in every sink area.
    • We put up “Prevent the spread of communicable disease: How to use a mask” posters in the chapel and every classroom.
    • We put up “Prevent the spread of communicable disease: Cover coughs and sneezes” posters in different areas.

IV. Monitor the workplace and update your plan as necessary

  • The administrative team is responsible for identifying and resolving health and safety issues. The team will do daily inspections and ongoing supervision in the campus to ensure measures are functioning properly, followed and maintained.
  • The administrative team is also responsible for monitoring the guidance, notices, orders, and recommendations from the Public Health and adjusting our COVID-19 Return-to-Campus plan as necessary.
  • Raymond Leung, the Associate Registrar, is responsible for monitoring the guidance, notices, orders, and recommendations from the Public Health regarding all the arriving International Students.
  • All staff are welcome to discuss their concerns regarding any measures or implementation of those measures during the Return-to-Campus period. They can do so in our bi-weekly staff meetings.
